Well - I am a parent #.
My young driver kids wanted anyone BUT
me to teach 'em though

(I think they thought I'd be too "strict and nick 'em for "speeding"

)
Seriously - did what the Mad Doc did - booked block of lessons and then let them practise with lots of different decent "enthusiasts" around the family and pal circle and then "tightened them up" with another block of lessons with an ADI before they took the practical test. They followed up with Pass Plus and .. yep.. they are also IAM Members etc too

Unfortunately the instructor can only see how the pupil drives when he/she is in the car with the pupil, it would be a bit harsh to punish an instructor/examiner for passing a model pupil just because they turned into a hooligan once released on the roads.
I would take more time to stress the consequences of crashing a lot more during the drinver training. We had a cracking road safety presentation by a traffic copper where I work last year, some shocking photos of real accidents and a few idiots filming themselves driving which led to crashes. This made a lot of people sit up and think, I would make something similar compulsory.
We do go out to schools and colleges and explain very clearly the dangers out there. Yep - we do use some "shock photos" to underpin the message of what can happen if we fail to COAST.
Unfortunately, there's always that 5% who never quite understand the message

We also find too many kids fail to wear seatbelts these days.

It's been suggested many times before but what if we required a motorway test before being allowed to drive on motorways, obviously this would have to be phased in over a few years to allow the millions of drivers to get this new qualification.
This could even be part of an introduction of compulsory re-testing which I personally would be in favour of. It would cost a few quid but it would stop people thinking that passing your driving test means you know everything about driving.
Oh I agree. My own driving instructor told me that this was a life skill which I would continue to learn for life. My Hendon tutors said the same: that passing the Advanced Class 1 Hendon course was just the beginning and that these skills would have to be built on continually.
I think Pass Plus should be made compulsory as this allows the young driver to get a little more experience out there and then fine-tune. I think we all live in the vicinity of a motorway/A(M)/ or a fast dual carriageway which has a "motorway feel and look" which could be used to meet this rubric.
I also think that country windy roads must be a compulsory element as these can be lethal for too many novices

This might lead to a nation of drivers more likely to leave a safety bubble around their car instead of tailgating, allowing the motorway speed limit to be raised.

Get caught tailgating, revoke the motorway licence until the test is passed again.
Alternately if the government were serious about road safety they could reward people by having different levels of insurance tax based on the training level of the car driver. Hang on I just suggested the government cutting tax, I'll go run my head under cold water. That's almost as silly as having genuine road safety measures instead of scammeras.
Yep - we've already discussed the "carrot" of insurance based on training and not post code. Naturally the value of the car would remain more or less unchanged as regards "insured valuable against potential loss". But driver expertise and qualifications as well as an absence of "fault claims" should be taken into account.
