I've followed a few cyclists like that and have noticed the cars give a wider berth. I think the random motion of the jacket catches in the peripheral vision of the driver, so they are more aware of the cyclist and respond accordingly.
Of course the down side of an open jacket is more drag, so no good for someone in a hurry.
I could not get maintain cadence and a flapping jacket would annoy me.

Oddly enough though .. we could see her from over half a mile behind .. in full beam over them moors
as her recycled lurex trimmings and top did indeed twinkle as she pedalled along.
She did look a sight though.
. IG worried in case she got arrested in that outfit at the time.
(she also wore fishnet tights

do not up a tow fingered salute. Show respect and you get respect. I cycled for two years in the city in 1987 when traffic was at its congested worst. It was fast, fun and safe if you rode to the rules.
